A before-after investigation for two of Berlin's TMS
The main effect of Traffic management systems (TMS) is increased road safety, especially through a major decrease of traffic accidents with personal injuries. A common effect on German motorways is the harmonization of the individual vehicles' speed differences, increasing traffic efficiency and safety.
However, the speed differences are less distinctive on urban motorways, which is why traditional equipment is not suitable for the evaluation of the TMS.
The only alternative is to literally "go with the flow" - using a measurement vehicle (Floating Car Data) for traffic evaluation and documentation.
